the governor of portsmouth lt. general sir robert monckton told commanding engineer, lt. col. john archer draw plans defence of stokes bay. in 1779 gilkicker sea mark demolished provide clear ground new temporary fort, consisted of 6 feet (1.8 m) thick earth bank, supported brushwood fascines. poor structure, tents of billeted soldiers blew away in 1780, while site exposed used sighting point ships entering portsmouth harbour.
archer proposed new permanent structure, accepted in july 1780. known fort @ gilkicker, construction started in september 1780. however, using civilian , supplemented conscript labour, construction speed slow , design came under criticism charles lennox, 3rd duke of richmond, in 1782 appointed master-general of ordnance. after archer removed post in 1783 construction taken on engineer officer james glenie, himself removed in 1784.
construction again slowed, , after more controversy in design , naming, renamed fort monckton after deceased robert monckton, , completed before french revolution of 1793.
