the metropolitan cebu development council created rdc through resolution no.117 (1997) , patterned after metropolitan manila development authority. mandated formulate development plans, prepare programs , projects, , coordinate/monitor implementation of programs , projects address problems , concerns affecting metro cebu.


the mcdc composed of provincial governor of cebu; mayors of cities of cebu, mandaue, lapu-lapu , talisay; , mayors of municipalities of compostela, liloan, consolacion, cordova, minglanilla , naga. governor of cebu acts interim chairman of council.


in august 2005, regional development council (rdc 7) of central visayas, composed of governors of region vii, metropolitan cebu development council headed cebu provincial governor , local government units of metro cebu expanded definition of metro cebu include towns of san fernando , carcar in south , danao in north [1].


member-lgus of mcdc believe commercial , industrial area of cebu has expanded towns of san fernando , carcar , danao city.


mcdc not have legal , institutional powers , resources metropolitan manila development authority (mmda). mcdc defines coverage of metro cebu planning purposes only. province of cebu has proposed bill create permanent metropolitan cebu development authority (mcda). bill still pending in both house of representatives , senate in congress of philippines.
