educated @ culford school in suffolk, england, mccoll commissioned second lieutenant in royal anglian regiment in 1973 , promoted lieutenant on 8 september 1974. promoted captain on 8 march 1979 , major on 30 september 1984. in 1989 became squadron commander in 3rd royal tank regiment, promoted lieutenant colonel on 30 june 1990 , acting colonel shortly after. promoted colonel on 30 june 1995 , brigadier on 31 december 1996 (seniority 30 june). held variety of commands , military posts before commanding 1st mechanised brigade in 1997. in 1999 became assistant chief of staff @ land command , in 2000 given command of 3rd (uk) mechanised division. in 2001 appointed first leader of international security assistance force in afghanistan.


in 2003 became commandant of joint services command , staff college.


in march 2004 deployed senior british military representative , deputy commanding general, multinational force, iraq , @ end of year became commander of regional forces @ land command.


in october 2007 became deputy supreme allied commander europe (dsaceur) in rank of general.


he appointed knight commander of order of bath (kcb) in 2008 new year honours.


he preferred choice of afghanistan role of u.n. super envoy after rejected paddy ashdown. however, on 7 march 2008 norwegian diplomat kai eide appointed un representative afghanistan. retired dsaceur in march 2011.
